Being the First to Use Digitalization in OECD Accession, Indonesia Launches INA OECD to Increase Transparency
Jakarta, Oktober 3rd, 2024
Realizing the achievement of the Golden Indonesia Vision 2045, the Government has massively taken various strategic steps by strengthening Indonesia's role in the international arena, one of which is through accession to the Organization for Economic Co-operation and Development (OECD). The OECD accession process will facilitate efforts to fine-tune strategies, policies, and regulations needed to encourage structural transformation and the achievement the Golden Indonesia 2045.
Considering that accession is a complex process and involves various stakeholders, the Government has formed an OECD National Team chaired by the Coordinating Minister for Economic Affairs Airlangga Hartarto, which was established through Presidential Decree Number 17 of 2024. Consisting of 64 Ministries/Institutions both Government and Non-Government elements, the OECD National Team will partner with 26 OECD Committees with 243 OECD instruments and standards that Indonesia must follow.
"Furthermore, the Government hopes that this OECD accession will be a catalyst for development, improvement of work procedures, and "total football" diplomacy. Because "total football" diplomacy applies to all Ministries/Institutions," said Coordinating Minister Airlangga at the Coordination Meeting of the Indonesian OECD National Team and the Launch of the Indonesian Accession Portal in the OECD at the Coordinating Ministry for Economic Affairs Office, Thursday (3/10).
Currently, the OECD National Team is preparing an Initial Memorandum document containing an self-assessment of Indonesia’s regulations against the standards set by the OECD, to serve as a reference during the accession process to the OECD. Furthermore, the OECD National Team targets to send the initial memorandum document in December 2024 so that it can support the process of accelerating Indonesia's membership, which is targeted to be achieved in the next three years.
A number of Ministries and Institutions have also shown serious attention by forming working teams and compiling worksheets to analyze the conformity of OECD legal instruments with the applicable regulations in Indonesia.
Furthermore, to ensure that the accession process is carried out in an inclusive and transparent manner, the Government officially launched the OECD Accession Portal and OECD Accession Information (INA) as a digital platform designed to support Indonesia's smooth accession process. Used for collaboration and communication between stakeholders during the accession process, the INA OECD platform is also expected to speed up response times and facilitate more efficient collaboration between stakeholders, including coordination with the OECD.
All stakeholders will be able to access planning, progress tracking, digital document storage and calendar management in a structured and secure manner. In addition, the system is also open to input from various stakeholders, including academia, the private sector, and civil society.
On that occasion, Coordinating Minister Airlangga also said that the launch of the OECD Accession Portal and INA OECD was a real step to accelerate reforms in various sectors, including the economy, digitalization, and governance. In addition, Coordinating Minister Airlangga also said that Indonesia was the first country to use a digital system in the OECD accession process as a commitment to strengthen international cooperation and accelerate reforms in various sectors in accordance with OECD standards and recommendations.
"This accession process is complex and multidimensional, involving various interconnected stakeholders. The use of digital platforms will enhance online collaboration and communication in a secure and structured manner," Coordinating Minister Airlangga concluded. (dep7/dft/map/fsr)
