Three Years of Pre-Employment Card: The Breakthrough of E-Government Start-Up Innovation Program that Other Countries are Interested in Emulating

Jakarta, March 15th, 2023

The Pre-Employment Card Program has successfully carried out its mission of becoming a semi-social assistance program during the Covid-19 pandemic. The Government's flagship program whose benefits have been received by 16.4 million people has become a best practice for public service innovation as well as a new standard for other public policies. This program, which has also received appreciation from world leaders, will turn into a normal scheme in 2023.

“The Pre-Employment Card, the first model of the Government to People program, is the first e-government program that implemented in Indonesia, and even the first with this model in various countries. So, the Pre-Employment Card is start-up e-government,” said Coordinating Minister for Economic Affairs Airlangga Hartarto in the event “3 Years of Pre-Employment Card: Public Service Innovation Breakthrough” which was held at the Djakarta Theater, Wednesday (15/03).

On this occasion, the Coordinating Minister Airlangga also explained how the President gave directions for the first time to form the Pre-Employment Card Program until finally the Pre-Employment Card Program was born with a simple organization of Project Management Officer (PMO) and being a part of the Government's big efforts to deal with the Covid-19 pandemic. The Pre-Employment Card made the Government inspire the Government to make Assistance for Street Vendors, Stalls, and Fishermen (BT-PKLWN) during the Covid-19 pandemic.

Coordinating Minister Airlangga revealed that the Pre-Employment Card Program received praise from world leaders because many countries wanted to create similar training on a massive scale but nothing had been successful. In the discussion session, the Coordinating Minister Airlangga also explained the correlation of economic growth with the Pre-Employment Card Program which can boost productivity which in turn also will boost consumption.

"We are grateful, the Pre-Employment Card works. The results are clear, empowerment, partly becomes entrepreneurs, some become new workers, and the bottom line those whose average income is higher than those who do not take the Pre-Employment Card," said Coordinating Minister Airlangga.

In the future, the Pre-Employment Card Program will continue and grow to be better by responding to the challenges ahead. Coordinating Minister Airlangga said that the Pre-Employment Card Program would begin its new journey, in an offline form which currently the system and pattern are still being tested to produce the best quality. Another challenge for which the Government has prepared a solution is connecting alumni of the Pre-employment Card Program who become entrepreneurs with People’s Business Credit financing.

"I ask that this continues to be encouraged so that the Pre-Employment Card alumni who have graduated, who have become entrepreneurs, which is slightly below 20%, can continue to be tracked, so they cannot be separated from the Pre-Employment Card monitoring. Of course, we want to produce tough entrepreneurs who come from the Pre-Employment Card education," concluded the Coordinating Minister Airlangga.

Concluding his explanation, Coordinating Minister Airlangga hopes that the Pre-Employment Card Program will continue and be encouraged to become Pre-Employment Card 2.0 which is end-to-end in terms of supply and demand. The Pre-Employment Card program is also expected to be used for other public services.

On the same occasion, Executive Director of Implementing Management for the Pre-Employment Card Program Denni Puspa Purbasari said that in the first year the program's strategy focused on innovation and iteration to build ecosystems and mature processes. In its second year, the Pre-Employment Card is open to evaluation, given the large size of the program allocation.

In its third year, the Pre-Employment Card Program expands the program’s education, at home and abroad. Based on the evaluation results, the program can share experiences and build optimism. The implementation of the program is also efficient, as PMO operating costs are only 0.59% of the total budget.

Also present at the occasion were the Secretary of the Coordinating Ministry for Economic Affairs, Deputy for Coordination of Digital Economy, Employment, and MSMEs of the Coordinating Ministry for Economic Affairs, the Pre-Employment Card PMO lineup, representatives of Ministries/Institutions, partners, and alumni of the Pre-Employment Card Program.
